U.S. Air Force Col. Krystal Murphy, Deputy Command Surgeon for U.S. Africa Command, prepares to place a bouquet of flowers on a memorial during a visit to the Kigali Genocide Memorial in Kigali, Rwanda on May 22, 2019. Participants who attended the African Partner Outbreak Response Alliance (APORA) conference got an opportunity to visit the memorial for an afternoon. During APORA, military and civilian leaders worked together to align best practices and improve response capabilities for potential outbreaks of contagious diseases.
