Colonel Calvin B. Powell

Colonel Calvin B. Powell is the Deputy Commander, Third Air Force, Ramstein Air Base, Germany. Third Air Force issues directives to subordinate commands and takes action on behalf of the U.S. Air Forces in Europe - Air Forces Africa Commander, as directed. Third Air Force exercises delegated authorities over assigned forces that include personnel management, General Courts Martial Convening Authority, and advising subordinate commands on requirements, programs, and budget. Third Air Force also works with its subordinate commands to ensure implementation and compliance with relevant policies and directives of the Department of Defense, Headquarters Air Force, and USAFE-AFAFRICA. Additionally, Third Air Force facilitates coordination between its subordinate commands and USAFE-AFAFRICA, U.S. European Command, U.S. Africa Command, Defense Department agencies, and other field activities.

Colonel Powell received his commission from the United States Air Force Academy in 1998. He is a Command Pilot with more than 2,500 hours in the MQ-9, MQ-1B, F-15C, T-38, and T-37. Following pilot training, he served two flying assignments in the F-15C and an assignment as an Air Liaison Officer with the 1st Cavalry Division. During this time, he participated in Operations Northern Watch, Southern Watch, Noble Eagle, Noble Endeavor, and Iraqi Freedom. Colonel Powell then transitioned to the MQ-9 and MQ-1B, flying combat support for Operation Enduring Freedom, and later, was the Commander, 16th Training Squadron, Holloman AFB, New Mexico. He served as the the Senior Executive Officer to the Air Force Director of Operations (A3), as a Senior Fellow at the George C. Marshall European Center for Security Studies, and as the Chief of Staff for U.S. European Command’s J5/8. Colonel Powell then concurrently served as the Vice Commander for the 435th Air Ground Operations Wing (EUCOM) and 435th Air Expeditionary Wing (AFRICOM).

Prior to his current assignment, Colonel Powell was the Commander, 39th Air Base Wing, Incirilik Air Base, Turkey.
