Elie, Detachment 11, 7th Weather Squadron, Campbell Barracks, Germany Outstanding Noncommissioned Officer: Tech. Sgt. George A. Anghelescu, 48th Operations Support Squadron Weather Flight, Royal Air Force Lakenheath, England Outstanding Airman: Senior Airman Jamica T. Smith, 39th OSS/OSW, Incirlik AB, Turkey Outstanding Civilian: Joao Carlos Goulart Alves, 65th OSS/OSW, Lajes Field, Azores Brig. Gen. William H. Best Award for Individual Excellence (Officer): Maj.
