3/29/2013 - INCIRLIK AIR BASE, Turkey  -- The 1994 NCO of the Year for the 39th Air Base Wing returned March 27-28, 2013, as the highest-ranking enlisted leader in the Air Force.

Chief Master Sgt. of the Air Force James Cody returned to Incirlik, visiting several squadrons and holding an Airmen's call to discuss his strategic vision.

During his visit, Chief Cody discussed how training and the development of Airmen would be impacted by the recent budget constraints.

"We are not stepping away in any way, shape or form from the deliberate development of our Airmen -- that means the education, the training and the assignments necessary to gain the experience our Airmen need over time," Cody said. "So, yes, the budget constraints are going to force us to look at all of those things and how we do them and when we do them, and that is probably very appropriate to do anyway, to make sure we are making the right investments in our Airmen at the right times for them and our Air Force."

Cody also spoke to the challenges Airmen face, saying the idea of "doing more with less" is something we need to step away from.

"I think if you listen to your USAFE commander and command chief, they would tell you to do less with less," Cody said. "If you listen to what the chief of staff is saying and what I am saying, we are talking about the fact that we are going to have to stop doing things as we continue to reshape our Air Force in the aspect of what our capabilities actually are."

"So what it really comes down to is a bottom-up type of feeding environment where we have to understand the impact of some of the decisions at the tactical level so that we -- at every level that this feeds through -- can make a determination of, 'can we and do we have the resources to continue, or should we continue?' and 'what we will no longer do?'" he said.

Cody also spoke about the importance of having a healthy work-life balance.

"Our Airmen will always be asked and expected to work hard, but in this aspect of work-life balance it has to be reasonable," he said. "We are not going to get everything done every day. We have to understand that, appreciate that and make sure we are giving our Airmen time. No kidding they are going to work hard, but we have to give them time to have with their families and time to do the things they like to do to help them maintain resiliency in their lives."

Cody also mentioned how the bond between the 39th ABW and its Turkish host has grown since he was here in 1994, and how unique an experience it is to be an Airmen here.

"Our partnership and relationships with the host nation have improved dramatically," Cody said. "This is a tremendous opportunity in your life-to be in a foreign country, to live here, to get to know other people and how great they are and what they bring to the table as a partner nation with America."

"It's an opportunity to see parts of the world that most people can only read about and see on television," Cody continued. "So this is just a perfect opportunity to improve yourselves the lives of your family and enrich the lives of those who are here in Turkey."

While visiting Incirlik, Cody also took time to recognize several Airmen for their hard work and outstanding performance and to thank the Airmen and their families for their service.

"This has been a tremendous visit and, on behalf of Secretary Donley and Mrs. Donley, General and Mrs. Welsh, and myself and Athena, we really do want to thank each and every one of the Airmen and their families for what they're doing here in Turkey and continue to do as they build these relationships and execute our Air Force mission," Cody said.

"It is making a difference every day, so we truly do appreciate everything that everyone is doing."
