Non-Commissioned Officer: Tech. Sgt. Robert M. Graves, 86th Airlift Wing, Ramstein Air Base, Germany
Senior Non-Commissioned Officer: Senior Master Sgt. Emilio Hernandez, 100th Air Refueling Wing, Royal Air Force Mildenhall, United Kingdom
First Sergeant: Senior Master Sgt. Manny Pineiro, 3rd Air Force, Ramstein AB
